which means it's a non-California air-cooled Vanagon.

I had never seen an air-cooled vanagon with points and condenser, until I
moved, accidentally, from Ca to Wa.
It's also possible to retro fit 1.9 wbxr electronic ignition and distributor
to an air-cooled vanagon that has points.
