Thanks for the replies, all.

I got serious again this morning...re-drilled the central spring shaft all the way through to the outside of the plastic and inserted another 'pin'....this time a larger diameter nail...and peened over the ends. That solved (for now) the problem of the spring tension putting too much stress on the post in order to gain enough friction to hold the mirror from flopping. Then I buried a hard rubber O-ring between the two hemispheres that the mirror is supposed to adjust around. That seems to have fixed it, for now....but the test will come soon as the next Gorge Windy day...when I am punching at 70mph into a 40mph headwind and a semi truck passes the other way....... It just irks me that most of the other Vanagon engineering is so satisfactory (other than a few issues) and those mirrors seem to be a 'consumable' item....no good after a short time....like 20-odd years....
