Who is 'they' ? The factory builders of industrial VW engines I suppose. Usually stationary engines are not too subject to emissions laws I don't think ..at least not older ones. fwiw, I have read recently that an electronically controlled TDI will get better fuel mileage with the EGR system working. ( and it's common to remove that, plus the stock cat sometimes. , for those conversions in vanagons ) 80's era diesel engines are generally, very, very polluting. Like what comes out the tailpipe is a deadly poison. Each driver gets better fuel mileage for themselves at the cost of everyone else's and the planet's health. very short term gain. And don't breathe it ! - what comes out the tail pipe.
