Nice thing to check... I never do though .. I seldom use full, full 100 % throttle.. and it doesn't really match his symptom.. though he could try WOT just to see what happens.. if you've ever driven a van or car where she just 'wont' go...but if you feather off the throttle just right .. she will... then you know exactly what he's experiencing. and he could try 100 % WOT of course.. though when you're trying to do 75 % throttle and you're 'loosing' .. and you 'get some back' by dropping down some in throttle opening ... often one would not then try WOT usually. but one could for sure. Can't hurt anyway.
