Yeh! Its a mystery, isn't it.

All torque values are there to deliberately put a controlled strain on the part. To little - no grip. To much, and the tensile strength of the material is exceeded. You get a permanent deformation and loss of strength and ultimately failure. It it's cylinder flange hold-down studs that fail - the potential disaster that could follow is pretty spooky! Losing a jug in flight would not be fun. It's bad enough when the cast aluminum head cracks and separates from the steel cylinder barrel. They are threaded together - not bolted together. Not good when lug bolts break under the stain either. I don't ever want to race my wheel down the road.
