I took a razor blade and cleaned out the splines of the shaft. As you guys had suggested, it was just filled with soft metal and the splines are pretty much okay. I took a die and ran it over the threads, it made a big difference. Apparently the thread is M6x0.75 (or at least it is now....). The nut that I took off was particularly screwy, had almost no threads at all in it. So I have sourced a new M6x0.75 nut and went to install. As I tightened it down, It gave the distinct feel of stripping where the tension built and then released. I since took it off again and rechased the threads and have the same problem. The threads will hold a nut, just not with much tension. As it stands it has enough tension to work, but clearly not tightly as I can move the wiper arm with relative ease once it's tightened down. It will work for now, but what can I do to get this nut tight?

Should I try a stack of washers to use a different section of thread to hold the tension? (Stack of washers right under the nut).

I put aluminum foil on the splines as well, hoping to hold things in place.
