Hi Jeff,

In the past I have found that those bolts can be removed by hammering in
a tapered punch, which is then turned by means of vice grips.

Before re-installing that bolt I cut a slot into it, and thenceforth I
use a slotted screwdriver on it. That might reduce the theft-proofness
slightly, but in my neck of the woods there aren't many car thieves
interested in Vanagons or aircooled buses anyhow.
