Yes, I was surprised find one of those steering column covers which accommodate the switch on my 1990 Vanagon 'L'. No switch in this application but the housing came as delivered. Most likely because most of these 'L' models where intended for Canada. Sold in the US as price leaders. You know the kind... rubber floor covering (sans carpets), black steel bumpers (non-fiberglass), cord interiors (fronts sans armrests), etc., etc. Seat heater switch console -- it had.
