My TB switch was the cause of my surging idle issue on my 85 (single switch). It turned out that the PO had the plugs for the Aux. Air Reg. and the TB switch reversed. Took me a while to figure out why I didn't have a cold start and a surging idle. Reversing those plugs caused 3 TB switches to blow before it was caught, and those switches are hard to come by I'm sure you know.
