Power increase + mpgs over stock is pretty straightforward if you have fueling/spark control, power increase + mpgs + lower emissions is the impossible one. In any case, while fooling the ECU into thinking it's colder intake air than it actually is can yield a decent result (or not depending on the individual strategy), it's a complete hack, and the risk is owned entirely by the purchaser. I would suppose that their 30,000 listed applications are everything they could pull from a given database, and as they make $60 on each packaged resistor they send out, if it doesn't work it comes off the list and they lose almost nothing.
