CA does not recognize any other state's carry permits.

And as of Jan 1 you will no longer be able to carry a hand gun openly
unloaded or loaded.

Smog laws do not apply to vehicles of  people visiting, which
translates to unless you establish a residence presence in the state
you are a visitor.
