The idle/throttle on my van is acting weird. Thought it was a sticking cable or something but it doesn't seem to be that.

After cold start - rpm goes way up - 2000 rpm. After a minute or so - it slowly drops to 800 rpm. Then I go drive it, which takes the rpm over 2000. When I make a stop, the throttle doesn't want to drop back down to idle at 800. Wants to stay at 2000 - which when slowing down with clutch engaged resulting in the engine dragging the vehicle forward, while while at the same time putting on the brakes to slow down some before disengaging the clutch. This "powered slowdown" results sometimes in the engine dropping to 800 rpm idle, and sometimes the engine revving up to 2000 rpm. sommetimes a pat on the pedal with the foot kicks it back down to 800rpm, and sometimes not. AND - sometimes when idleing at 800 rpm, it just takes off and revs back up to 2000 rpm all on it's own/ My WD-40 treatment seems to have had no effect.

Any ideas??
