Any time you are using a meter to check for continuity, namely zero ohms, it is standard practice to often touch the 2 probe tips together first to see what that reads and thus make sure the meter is set correctly and reading correctly. It should be very close to zero and if it is you use that as "zero". 22 ohms is not close enough to zero.

The ECU runs the FP relay by providing a ground when needed on pin 86 of the relay socket. The ECU runs the injectors, by providing a ground to the 4 wires that go to one side of each injector. The ECU can't provide a good ground to those other things if it doesn't have a good ground itself. It also needs good power. And it has to be good itself.
