One often overlooked area where water can enter the gas tank is through the top of the expansion tanks in each front wheel well. There's a rubber stopper about the size of a large tub stopper in there. When they shrink, get loose, or the seal is compromised in any way, road water splashes up from the tires, and lands inside the expansion tank, with a path via rubber hose right down into the tank. This happened to me several years ago after I thought I had done a good enough emergency seal of the other parts while at a campground. I was still getting water in the gas tank. When I got home, I found that the stopper in one of the expansion tanks was in no way sealing the tank.
