If you can "kick it down" the first thing to check is throttle operation and also the switch adjustment. Abad connection to or a bad temp 2 sensor can also cause this along with a weak O2 sensor.

As the weather turns colder I seem to have an issue with a high idle...approx 3000 rpm until the motor warms up after about 7 minutes or so. When I start the van the idle is around 1000 rpm - however once I start driving down the block and then put in the clutch or put the van in neutral say for stopping at a light, the motor will rev at the 3000 rpm mark. I can kick it down but that only lasts until I begin driving again. The motor is 1986 digifant. I have a relatively short commute to work and by the time I get there the van is idling at its regular mark.
