This likely isn't the cause of your speedo inaccuracy, but I know Mark Drillock or others have posted of this either here or on thesamba. If the speedo needle has been removed.......

IIRC, to set (pre load) needle correctly, with needle aligned to a small mark on face, (below rest pin?) seat needle down *slightly* on spindle, turn it CW past rest pin, then seat it.

I don't have a spare speedo in front of me to confirm, but this is what I recall. Please correct me if I'm wrong! ;)
