Gasoline supplies have really gotten good with the double wall fiberglass tanks and present delivery procedures. Clogged fuel filters are a symptom of a tank going bad or road dirt and whatever getting through the breather system.

Being an 83 you only have the small filter before the fuel pump. 86 and later use a much larger and finer filtering filter after the pump. As fuel is quickly recirculated through the system this second filter does a much better job of keeping the fuel lean. It can be added and this may help prevent the clogging of the pre-pump filter. The later vans do not use a pre pump filter as when it does start to restrict it causes cavitation and vapor lock issues.

For the hard cold start you need to check the temp 2 sensor-wiring. A bad connection here makes the ECU think the engine is much colder than it really is and will make for a very rich mixture. It will start as the extra fuel will just puddle but as soon as there is any heat in the head that excess will vaporize and stall the engine. It will then make restart very difficult. Bad injector spray patterns can have similar effects.

i have an 83 Westie, 1.9L water-cooled with about 6k miles after rebuild. It would run rough, stutter & lose power. Just had a similar problem last week running north on I-95 to MisThanksgivings in Awendaw, SC, pulled into gas station as it totally stalled @ a fuel pump. After several unsuccessful attempts to restart after filling up (10gal) we pushed off to the side. Motor cranks just no firing, no idling. While waiting over an hour for helpful calls I decided to change the fuel filter. VAROOM! Started right up! Took several stops to find another filter. (keep one in case & fuel pump)

Now, my new problem - hard cold starts. Starts, idles, stalls. Any attempts to press accelerator floods, misfires, stalls. The colder weather the worse the issue. After several minutes it warms up and runs fine. Looks like all vacuum lines are attached, no leaks heard, any ideas? Besides staying down south!
