If your main radiator is not stopped up, then probably neither is your dash core. You could be low on coolant (common problem, air in the radiator as you mention), a bent wire operating the heater valve, or a bad heater valve.

I suspect you aren't quite through bleeding the air out after the major work. That's what happens to me, and I use only the most sophisticated and high-tech PVC tubing bong to fill my vanagon radiator : )
