I have something different in my manual for '82 westy.

In bold and some caps:

"The FLU VENT must be kept uncovered at all times"

Then goes on:

"Only when you wash the Camper, or while taking the vehicle through and Automatic Car-Wash, should the FLUE VENT be covered".

I guess that is a subtle change in wording :)
