You didn't mention your engine temp gage. If you have a bad thermostat frozen in the "Open" position - the engine will run cold and the heaters will barely put out any heat - and the rear heater will be the hotter of the two because of it's proximity to the engine. If it's not the thermostat - and the rear heater puts out good heat - then you have a blockage or restriction somewhere in the forward heater system - obviously. Bad heater valve, kinked control wire would be the biggest suspect.
