Those relays do not control the starter. However operating the starter even with a remote and turning the engine can operate them. The starter circuit is very simple. No need for a computer! It may be time to seek some competent help before you destroy the flywheel gear or start an electrical fire.

I just tried with the remote starter wire my mechanic had left for me, and i discovered that it is related to some relays (sounds like 2 of them) mounted in the engine compartment left side of the firewall! A Vanagon doesn't have something like a computer that could tell what is wrong and why it wont start?
