So how do you determine the proper torque value to achieve the proper
clamping force using silicone sealer as a thread lubricant?
What is the standard?

I used sparingly on blind holes bolting. Aluminum Axle drive flanges onto
aluminum and magnesium drive hubs

Good idea, I will try it! Just remember to use any liquid sparingly in a
blind threaded hole.
If trapped, liquids can not compress and will crack the casting as you
tighten the bolt or stud into the blind hole.
That would be disastrous and not worth attempting. The term for that is
"hydraulicing", the same as for a cylinder filled with oil or fuel and
trying to move the piston.

I have used silicone gasket for a soft loctite on a few bolts that were
inserted into aluminum/magnesium/alloys to prevent threads from pulling out
when removed. It stays plyable and doesn't flake off!!
