Craig, I can't address your other issues - but never assume that just because something doesn't move that is supposed to - that it is "shot". Sometimes a soaking in Marvels Mystery Oil (not the top overhaul stuff - the real oil. Or perhaps a soak in WD40 overnight would work to loosen things up. Had that happen on an electric window operator once. Cleaning and lubing the shaft and applying a lubricant would make things considerably6 better.
