Has the OP turned the dash lights dimmer knob up ?

I've seen people drive and operate cars and vanagons and they didn't know
dash light brightness is adjustable.
And people that didn't know headlight aim is adjustable too.

Could be the bulbs. Replace with known good ones to test.
