Better lights? Get 7'' round buckets from an earlier Vanagon and stick some e-code headlights in it. Maybe just replace the worn out weather beaten lights. They do not last forever.

14 mpg? Must be an automatic. Replace with a manual gearbox. Syncros tend to get the worst economy. Autos should 16-18 on the highway at reasonable speeds.

As for brakes at least get them working right. You may be surprised at how well they should work.
