I have found I need to replace the squirters upon occasion when this happens, they get plugged up with whatever kind of junk and just won't clear out, even with the pinprick. They are cheap from vendors but I think a pain to install. I am one of those who lets my mechanic do the dirty work.

for the replacement squirters see: http://www.gowesty.com/ec_view_details.php?id=2666&category_id=226&category_parent_id=

You could just also be suffering from frozen washer fluid? Just wondering…it's that time of year for things to sludge up where you are.
