Just wanted to share what I learned fixing my high isle issue w/my 90 westy. Turned out to be a very badly worn throttle body. So, especially if your van has high miles (mine has 268k), before you go messing with the timing and FI systems, pull the throttle body (it's easy). Hold it up to the light - you shouldn't be able to see much light around the butterfly valve at all, except where the idle screw is. I had a spare from a low miles engine and now my idle screw actually *works*!

And it's really easy, while you have the throttle body out, to make sure your throttle position switch if working, and to adjust it.
