It implies that some content is 'tolerated'. In many cases, it may appear that the mods are not paying attention. In fact it is the complete opposite. There are situations where the 'cure' has a worse effect than the disease. The mods often hope the subject would just die and not require further action. Case in point: This one. If nobody wrote any responses, there would have been no need for us to interrupt the conversation.

However, there are discussions which definitely require immediate action. Response is based on inflammatory level of the thread.
