Hi..
obnoxious that they built it that way.
You don't say what year..
but typically on vanagons with a Z Bead rear seat..
remove that board across there..then I think it's loosen the seat frame
at one end.....where it's attached to the side wall of the van.
that allows enough clearance to  get the cover  out.

Once that is accomplished..I cut a bit of material off the bottom of the
fiberglass heater cover so it comes right off next time.
