I argued directly with my local UPS folks and it was determined that the driver delivered the package to a building in the same location, one block S of my residence. They had no delivery signature, just the driver's electronic delivery entry. In my negotiation process, I was able to ask the driver what the building looked like where he said he delivered the package, and that's when the above was discovered.
