Look above/below the warning lights in between the gauges and you'll see some dummy positions. They have bumps that are shaped like the LEDs but are just black plastic.

You haven't got an OXS light since by the time your '91 was made VW were no longer specifying a service interval for the sensor and had removed the light and associated expensive switch gear. My '89 doesn't have one either, not sure whether they took it out in '87 or '88 and too lazy to look at the diagrams in Bentley. Also too lazy to go see if they took it out of the owner's manual - in '89 they were still specifying the same incorrect taillights they were in '84, so it wouldn't totally surprise me if they hadn't.
