The O2 sensor system is really there to maintain a specific fuel ratio required for the three way catalyst to work. Too lean and the NOx reduction won't take place.

oxy sensor before cat, put there in part to make sure cat does not get big dose of un-burned fuel. Apart from that I don't know what specific differences would be needed in the engine to accept a cat.

I was just curious about how an engine that came with a cat would run sans cat. No moral or ethical opinions on the subject was included.
