I'd like to add that it's WORSE than that. On vehicles where they can't find/can't reach the charcoal canister and/or can't hook the pressure test machine up to the fuel filler, they are instructed to simply SKIP the test and mark it "PASSED - N/A". It's an arbitrary test on a non-problem that was implemented in a half-assed way with the sole intention of finding a way to get more old cars off the road, because if there's any apparent goal to CARB, it's to force everyone in the state to buy a $90K plastic golf cart that runs on children's smiles and unicorn farts... and by "everyone in the state" they mean "everyone who's just a regular person, not operators of large, ancient fleets of stink monster trucks and buses (Los Angeles Unified School District, my employer, I am looking at you)".
