Don.. the whole purpose of that entire bureaucracy is to create and justify jobs.. nothing to do with what is reasonable and practical. Not *really* about smog ..that's just their cover.

if they were reasonable and practical.. they would PAY people to remove their old polluting vanagon engines and install a 20 years newer far less polluting .. and more fuel efficient late Subaru engine.

it's like the military or any very large organization.. it is not possible for them to be practical, efficient, or reasonable much at all.

and hey ..they need their paychecks, so they have to justify their jobs..

not that I want polluting cars around.. I just want it to be reasonable...and not all bureaucratic and variable.
