Must be a local thing. Here in NE Oregon, I can have the tank revalved
with no problem. I can buy a loose OPD no problem. Gas station
couldn't do it, but for the guys who bulk sell propane? No problem.

Buying the wrench to change it? Exchanging tanks is probably a better
solution.
