Chris propane tanks are only certified for a certain number of years. After that you using it at your own risk and propane dealers can refuse to fill the tank.

Buying a used propane tank for a westy is like buying a used diaper. I get used ones all the time. I get them when the owner decides he wants to start using propane in his van without worrying about leaks or possible explosion risks. If we were on the west coast and you could find a local person that had one that you could pick up then it might work. But as rusty as these tanks get on the east coast they arent worth fooling with. You cant ship them because they might have propane still inside and could blow up in transit. How do you know when your propane tank needs to be replaced if you live on the east coast? When the data plate rusts so much that it falls off :-)

Save up and buy a new one. Just my advice. I give all my old ones to the junk man.
