Just roll yer own...or not. I also live in the WA province of Cascadia, and I'm not aware of any enforcing agency sniffing around for refrigerants in vehicles. Bottomline, do what best makes sense for you, your conscience and your vehicle. All I can say, is the stuff works quite well in both my van and Mercedes. It's also nice as a test refrigerant for vehicles with unknown AC systems that you want to examine with a temporary "top-up", since it can be added to either R12 or R134a systems. That's what I did with my van...except since it performed so well, I just left it in there on top of some residual R12. YMMV
