To put things in perspective 1.0 bar =14.1 psi. .25 Bar = 3.525 Bar. .3 Bar = 4.23 psi. So yes the .25 Bar may reduce some nuisance blinking but a healthy engine should be able to develop close to 10 psi/1,000 rpm. The wear limit is 2 bar (28.2 psi) @ 4,000 rpm.
