lol.. it's electrical. unless you think you have some 'drag' somehow somewhere. it's electrical.. basically not enough ooomph getting' to the right place.. ( or the return path being weak ) or a faulty new starter.

it's electrical, most likely by far.

try a really fat shot of juice to the starter trigger terminal via a Remote Starter Switch ( a tool ) or some other means.
