Okay, it just pushes in. Once the pointed end of the stud is screwed into the mudflap there's enough leverage to slip the stud end into the grommet (installed in the freshly drilled holes on the van). I noticed there were existing holes on the body for the lower plate to attach to the van (didn't exactly line up, but pretty darn close).

Successful mud flap installation!
