there's confusion all right,
the ECU does not ground the fuel pump.
the fuel pump is grounded on the frame right by the fuel pump.

the ecu supplies ground to the FP relay to energize that relay.
Switching can take place in the power or ground side  of any DC circuit ..
horns for example,  typically a switched on in the ground side of the
circuit.
