A 1 pound tanks contain one pound (16 ounces) by weight, which is a little over 1400 grams of gas.
I'm sure the manufacturer builds in some safety margin but you don't want to find out exactly what that margin is. A little short of full should be safe but any amount over can be dangerous.
This link on our site has nothing to do with propane, the documents cover CO2. The properties involving liquefied gas and pressure are the same even though you are dealing with propane and the temperatures & pressures are different.

Thanks Tom for that info, I didn't know that. When I first started doing it, I didn't know if they were getting full, so I weighed them on my digital scientific scale in my class. I compared a new coleman cylinder to my refilled one, and they were only a few grams different. I don't know if that makes it "ok" or not, but I will certainly take your advise seriously.

You refill the green 1 lb cylinders? You need to understand how DANGEROUS this is. Those cylinders are filled by weight & not volume and when filled with liquid they are never 100% full.
You can easily over fill one and a over filled 1 lb cylinder will rupture when it gets hot!

I often carry a couple of the 3 pack 1lb green canisters with me because of my portable stove and lantern. They sit behind my seat in my 77 Westy where the spare tire is supposed to go, along with my stove/grill and propane lantern. To really make it exciting, I also refill them from my 20lb bbq tank before I leave home on a trip. After seeing the video, I am now seriously thinking of switching my stuff over and using my white gas equipment. I practice pretty safe procedures, but there are times when my van is sitting in 100 deg. + weather which must really increase tank pressure.
