The rubber blocks are to isolate the pump vibrations from the chassis so the sound doesn't drive you mad. Early vans had a short ground wire screwed to the frame rail. As of '87 (and apparently somewhat earlier, from your experience) they ran the ground back to the grounding point beneath the ignition coil.
