Here is a 6 lb version of the Manchester idea.  I did find one place that is a retailer for Manchester that popped up in my search for the 1 lb refillable tank but nothing that shows a price and an online way to buy it. 
 
I might go for this one, even though it is more than a used Westy tank would cost.

There is a nice small alternative, but so far my prodding of the
manufacturer (including phone calls, yes), all I get is the runaround and
they can't seem to produce one vendor that actually sells me the damn things!

I'd like to locate a smaller (than a Westy) horizontal tank or short stubby
upright under 10" tall, but there are no real choices it seems.
