I would say ..'yes' particularly if you run a full 2.1 exhaust system, and a 2.1 throttle body and intake runners .. on the 1.9 Digijet EFI .. works great. ( fwiw, the most powerful stock 2.1 wbxr factory engine ( 110 hp ) for non-cat markets uses Digijet, and not Digifant FI. )

and once you have 2.1 exhaust .. there's room for a 2.1 type oil cooler/heat exchanger.. and that , along with Water Wetter, makes the 1.9 cooling system quite decent. I sure like my set up as above .. from throttle body to tail pipe is all 2.1 .. as is the engine, but Fuel Injection and cooling system are all 1.9 .but with 2.1 type oil cooler added. Real pleased with it. Goes up most hills in top gear.

putting a 2.1 block in with all 1.9 stuff ..it all fits .. but I would expect only a little improvement, power wise.

I've also run a 1.9 block in an 87 Wolfsburg.. everything on the whole set up is 2.1 except the block only displaces 1.9 liters.. seems to run just fine .... nice power, winds out easily ...doesn't seem weak in any way. 1.9's are bit smoother than 2.1's too .
