It will eventually run at low speed if you let it sit and idle. If low speed isn't working it will eventually run at high speed.

To check everything except the thermoswitch, go to the thermoswitch connector and jumper amongst the three wires with a paper clip until you get two different fan speeds. There are hot, low speed, high speed. Have no fear for your fingers as the high speed circuit is actually powered by a relay.
