Indeed, and this has been repaired before on this very VW bus. Poorly. It looks like significant portions of the front end have been spot-weld patched and bondoed previously, so to do the job "right" and cut out all the bad parts and replace it with solid metal would involve numerous hours of labor, starting with taking the thing down to bare metal. And then removing the second-rate repairs. And yes, dash removal would be necessary in this case.

Probably wouldn't be as much an issue for a shop that had experience working with vans (and a decent boneyard), but I don't have that luxury around here in the backwaters of central Texas. (Or haven't found one yet)
