Four tons should be plenty. When you say "won't lift the vehicle" do you mean the handle is so hard to push that you can't do it? I'm guessing you're not, that the handle is moving easily; and that the jack(s) are either low on oil or you're not fully closing the valve before starting to pump. If the jack is on its side a particular side has to be up; but that shouldn't be related to your issue.
