I'll be installing a new style pipe at some point. AFAIK, if your new tube is complete, plastic flange to tube is properly secured, and the small pipe is ok, (looking again my my new part, I see electrical tape repair to small pipe near end that goes in tank ) all you need is the adaptor bushing at tank and presumably a new bushing where small pipe enters tank. The filler cap is the same for both styles:

As I'll be doing this job, thought I'd confirm.

vagcat.com shows images for both the old and new style filler pipe for a 1988 Vanagon. From that page:

vagcat appears to show the same styles of filler tubes and parts for a 1980 Vanagon. vagcat.com is a really useful resource btw.

Those O rings were likely never meant to be replaced as I don't see them shown in Bentley or vagcat.
