The problem here is a switch that's not opening, rather than not closing. Much less common, rare even. Or a wire could be shorting to ground.

But yes, there has to be enough slack/easy enough operation of the throttle cable for the throttle to close against the stop even in cold weather when the pedal is gently released. Even more of an issue with the A/T where the cable stops at the kickdown lever on the transmission and has to operate that as well. And in principle the switch adjustment should be made with everything shut down and preferably out of the vehicle where you can free up the adjusting cam and make sure everything is all right before you ream out that soft aluminum hex socket on the cam (one-switch verseion). But when the throttle body is worn you often have to make the adjustment with the engine running. Either way the two-switch people have it a lot easier than the one-switch. Everything is big and sturdy and out in the open.
